MINUTES OF THE MEETING HELD ON 20 NOVEMBER 2017

2. Minutes of the last Meeting
The minutes of the last meeting, held on 4 September 2017, were taken as read.
They were proposed by Veronica Smith, and seconded by Grahame Platt.
3. Matters Arising – Not on the Agenda
Commons Liaison Meeting– The last meeting was held on19 September 2017, and issues discussed included: The Transport Rally, Fly Tipping, the Horse Chipping event – 17 Horses and Kirkthorpe Stocks – passed to the Parish Council and subsequently repaired.
The next meeting is scheduled for 9 January 2018.
Bunding at the bottom of the Common – The wood chippings have been removed, and a bund provided to prevent further access at this point.
Damage to Old Hall Pillars – Gordon Ellis confirmed that the Old Hall Residents were dealing with this, and that he would report back with any progress.
Horses on the Common – The numbers remain low, and no problems have been identified.
4. Replacement of the Logs
The Chair reported that Harvey Stringer had been approached, and was happy to carry out the fixing of the logs, free of charge. It was agreed to ask that the logs be re-sited as near as possible to the edge of the tarmac.

8. Events on the Common
· The Vintage Bus Rally took place on 9 July 2017.
There were a number of complaints regarding the unofficial closure of roads across the Common. Accordingly, the matter was raised at both the Parish Council and the Commons Liaison Committee. At the Commons Liaison Committee, the organisers were

present and taken to task on this issue. In the end it was agreed that, in future, the arrangements will be discussed beforehand with representatives of all the interested parties.
· The Annual Wakefield Kite Festival was held on Sunday 24 September 2017.
It was a glorious day, with enough wind to fly all the professional and amateur kites, A good profit was made on the day by both the Residents Association and St Peter’s Church. It is felt that there should be a number of changes made to the event next year, and these will be put forward to a future meeting.

Colin asked for copies of past meetings to be Emailed to him.
10. Social Events
The next Social Event will be the Annual Christmas Dinner, which will be held at the ‘Kings Arms’ on Friday 8 December 2017.
Details were included in the Meeting Flyer, and all those wishing to be present were asked to let Julie & Carl to have menu choices with payment by 1 December at the latest.
11. Additional Matters/Items for the next Agenda
· A Printer/Copier for the Chair & Secretary has still to be purchased.
· Colin suggested that copies of Minutes should be circulated by way of Email, Those wishing to use this system were requested to provide their Email address,
· Colin also raised the issue of the provision of a light in the village car park. After much discussion it was agreed to put this matter on the main Agenda for the next meeting.
12. Date/Time of the Next Meeting
It was agreed that the next meeting of the Association, which will include the AGM, will be held at the ‘Kings Arms’ on Monday 8 January 2018.

2. Minutes of the Last Meeting
The Minutes of the last meeting, held on 3 July 2017, were taken as read.
They were proposed by Grahame Platt and seconded by Veronica Smith.
3. Matter Arising – Not on the Agenda
Commons Liaison Meeting – The last meeting was held on 27 June 2017, and was reported upon at the last Residents meeting. The next meeting is scheduled for 19 September 2017.
It was agreed that the apparent closure of a road across the Common during the Vintage Bus Rally, held in July, should be raised at the next Commons Liaison Meeting, and also at the next Parish Council Meeting.
Bunding at the bottom of the Common – This has now been completed, and the gap has been filled in.
Bunding has also been provided at other access points onto the Common.
The wood chippings tipped onto the Common are to be removed and the access point will be bunded.
Damage to the Old Hall Gateway Pillars – The Old Hall residents group have decided to tackle this matter themselves, and will keep the Residents Association informed.
Footpath No 4 – Car Parking problems – It was agreed to look into the provision of signs reading: No Parking/Residents Access Only. This is to be passed to Engie, as is the repair of the Stocks at Kirkthorpe.
Horses on the Common – The numbers remain low – 25 horses & 4 foals – and no problems have been identified.
4. Replacement of Logs
The issue of how to fix the logs in position, where this is considered to be necessary, was discussed again, and the Chair stated that he would speak to Harvey about this as to whether he could help the Association in this instance. 1

8. Events on the Common
The Vintage Bus Rally took place on Sunday 9 July 2017. It was well attended on a glorious sunny day.

The Annual Wakefield Kite Festival will be held on Sunday 24 September 2017.
Everything is in place, and we hope foe a fine windy day.

10. Social Events
The Hog Roast was held at 1 Cobblers Hall on Saturday 2 September 2017.
This was a most successful event again and was well attended by Members and their families.
Special thanks are to be expressed to Julie & Carl for holding the event in the garden of the lovely new home, and for all the work involved.
The raffle was well supported and the event raised an amazing sum of £475 for Association Funds.
The next Social Event will be the Annual Christmas Dinner, which will be held at the Kings Arms on Friday 8 December 2017. A flyer giving details of this event is attached to these minutes.
11. Additional Matters/Items for the next Agenda

· Concern was again expressed over the speed of vehicles passing through the village.

The Minutes of the last meeting, held on 8 May 2017, were taken as read.

Commons Liaison Meeting – The last meeting was held on 27 June 2017, and the next meeting is scheduled for 19 September 2017.
A horse passport and chipping event is to be held on Heath Common on 9 August for which there will be a minimum charge, c£35.
A report on the Jo Cox event, which went very well, was given.
The repairs required to the stocks at Old Kirkthorpe has been reported, but the work has not yet been carried out.
Dave Mee reported that the number of Countryside Officers has been reduced from 4 to 3 resulting in an increased workload for the remaining staff. He also advised that due to financial constraints it may not be possible to undertake all works requested.
Pinfold – The necessary repairs to the fencing have now been carried out, and the area has been sprayed.
Bunding (At the bottom of the Common) – The bunding is now looking a lot better, flowers are growing and it has been re-graded. An instruction has been given to close off the entrance area.
Car Park Lighting – As previously reported, no decision will be taken until the erection of a solar powered light at the Community Centre. However, the general opinion was that it was probably not required.
Horses on the Common – No major issues reported since the last meeting. At the last count there were 22 Horses and 5 Foals.
It was agreed that a number of logs, particularly along footpath No 4, required fixing in position, and that the best way was probably the forming of a shallow furrow into which the logs could be rolled. The Chair agreed to look into ways of achieving this.

The Chair reported that he had sent an Email to the Police, requesting that all patrol cars returning to the HQ at Normanton should use the route through the village rather than along the A655.

MINUTES OF THE MEETING HELD ON 8 MAY 2017
AT THE ‘KINGS ARMS’ PUBLIC HOUSE, HEATH

The Minutes of the last meeting, held on 6 March 2017, were taken as read.
They were proposed by Joe Gueli, and seconded by Paul Watts.
Commons Liaison Meeting – The last meeting was held on 7 March 2017, and the next meeting is scheduled for 27 June 2017.
The new Memorial Seat Policy was discussed (£1500 for a Memorial seat for 10 years), and in this context the issue of the proposed Memorial seat for Connie was raised. This resulted in much discussion as to where the seat should be located, and it was resolved to await the proposals from the fund raising group before commenting.
The issue of Ragwort was also raised again, with WMDC stating that they are attempting to control it’s spread.
Pinfold – The Chair agreed to speak to Kim Taylor to seek to have the necessary repairs carried out as soon as possible.
Broken Stone Pillar (Bus Stop) – This has now been repaired.
Bunding (At the bottom of the Common) – Joe Fisher reported that he had spoken to WMDC regarding the state of this work. They have agreed to tidy up the bunding, and to close the remaining gap.
Car Park Lighting – There was a lengthy discussion on the pros & cons of this proposal, and it was agreed to await the proposed erection of a solar powered lamp column in the grounds of the Community Centre.
Horse on the Common – No major issues reported since the last meeting. The number of horses is below 25, and there only appear to be 2 or 3 foals so far.
Whilst this work has now been completed, the issue of keeping the logs in place was discussed. The preferred solution was felt to be the forming of a small furrow into which the logs could be rolled, and this will be followed up.

Jackie reported that at the last minute she thought to check the cash for old £5 notes, and discovered several, which were exchanged for new notes just in time.

The Annual Heath Common Easter Fair was cancelled this year.
The Annual Wakefield Kite Festival will be held on Sunday 24 September 2017.
The Professional Kite Flyers have been booked, and the WMDC Licence is to be applied for imminently.
At this point in the meeting two Members of Wakefield Rotary Club reported that they were looking to hold a Car Boot Sale on the same day (but starting and finishing before the main event) as the Bus Rally.
Despite having the tacit agreement of Dave Mee, it was made clear to them that this would not have the backing of the Residents Association or the Parish Council.
A further suggestion of combining their ‘Teddy Bear Drop’ with the Kite Festival was given the approval of the Residents Association.

The work has now been completed, and the new road was opened to traffic on Thursday 27 April. There have been a number of traffic accidents already, and some amendments to signs etc will need to be made.
Colin reported that the problems he had been experiencing were probably Windows 10 issues, which hopefully had now been resolved. It as agreed to send electronically copies of the last two sets of minutes.
Carl reported that he had some thoughts on the form of the Summer Event, and that he would bring these to the next meeting, with a view to holding the event in August/early September.
The Printer/Copier for the Chair & Secretary has not yet been purchased, and is awaiting events in terms of it’s preferred location.
The next meeting will be held on Monday 3 July 2017, at 7.30pm, in the ‘Kings Arms’ Public House, Heath.

AT THE ‘KINGS ARMS’ PUBLIC HOUSE, HEATH

Commons Liaison Meeting – The next meeting is to be held on 7 March 2017.
Agenda Items include: 2 into 1 Ponds Project, Events, Coursing, and Memorial Seat Policy.
Pinfold – Kim Taylor has agreed to carry out the necessary repair work. The Chair agreed to contact him asap.
Broken Stone Pillar (Bus Stop) – Kim Taylor has also agreed to carry out this repair, and the Chair will also speak to him on this issue.
Bunding (At the bottom of the Common) – It was agreed to raise this at the Commons Liaison meeting and to point out that the entrance should now be sealed off to prevent fly tipping. In the same context, appropriate trenches should be dug to prevent access onto the Common at other points.
Horses on the Common – No major issues reported since the last meeting. The number of horses has dropped to around 25, and a number of reasons why this has happened were discussed
This work is now complete as far as is considered necessary. There was a long discussion as to how the logs should be kept in place and prevented from being moved out of position. In the end it was agreed that the original method of staking at both ends was probably the best, and that we should try this out in the places where this problem was most evident.
It was agreed to ask WMDC if they were able to supply suitable stakes, but if not they need to be purchased from an appropriate supplier

The next event on the Common will be the Annual Heath Common Easter Fair. Good Friday this year is on 14 April 2017.

The regular liaison meeting was held on 21 February 2017. The fair is to be surrounded with Herris fencing with only two pedestrian access points, and a permanent vehicular access is to be formed off footpath No 4.
The Professional Kite Flyers have been provisionally booked for Sunday 24 September 2017. An Application for a licence will now be made.
Work is progressing rapidly, and to scheduled opening date of Spring 2017 looks likely to be met.
Colin Daley stated that there was nothing new to report, but pointed out the problem he was experiencing in terms of extremely poor Broadband service. This is common in this area, and it was agreed to send a letter to BT deploring this situation with regard to Heath Village and Old Kirkthorpe.
Carl said that he had some ideas in this context, but would prefer to discuss these at the next meeting.

Commons Liaison Meeting – The last meeting was held on 13 December 2016, and the next meeting is scheduled for 7 March 2017.
Items discussed included the forthcoming Heath Common Fair, and access onto the Common.
Pinfold – Kim Taylor has been contacted and will be carrying out the necessary repair and clearance works within the near future,
LadyBowles Tower– Still no contact from Zoe Kemp from Historic England. It was decided to take this issue off the Agenda.
Bunding – This work at the bottom of the Common appears to be almost complete. Agreed to raise the issue at the next Commons Liaison Meeting.
The Area of the Common opposite Woodland View has been ploughed around the edges to deter trespass by Travellers.
Horses on the Common – No major issues reported since the last meeting. Numbers within the agreed limits.
Broken Stone Pillar (Bus Stop Sign) – Kim Taylor has also agreed to repair this pillar.
All this work is now complete, and payment has been made to WMDC Forestry,
The missing logs in the vicinity of Briar & Vine Cottage have now been provided.
After discussion with regard to the removal of the old logs, it was suggested by Carl Mills that a working party should be set up to carry out this work. The first meeting was fixed for Sunday 29 January 2017.

Veronica Smith reported that the Fair Liaison Meeting has been held.
Work on this scheme has progressed very quickly over recent weeks, and it does appear that the proposed opening date of Spring 2017 will almost certainly be met.
The Annual Residents Christmas Dinner was held at the ‘Kings Arms’ on Friday 9 December 2017.
The event was a great success attended by 24 Members and Friends, and the staff at the ‘Kings Arms’ put on the usual excellent spread,
A grand Raffle was held and raised £110 for Association Funds.

The logs around the area in front of the Manor House have now been replaced by the WMDC Countryside Services. 1.
A total of 62 logs have been provided, at a total cost of £771.00, which has been paid to WMDC with a letter of thanks.
This works out at £12.435 per log, which is slightly less than the Ex VAT price initially quoted by WMDC OF £12.86 per log.
The issue now is whether or not we proceed with log replacement in front of Beech Lawns, and from Common Top to Briar and Vine Cottage.
It is estimated that approximately 90 logs would be required, which at £12,86 per log would cost £1157.40 (or at £12.435 the cost would be £1119.16)
During discussion it was felt that the triangle of land outside Grafton House should also be included.
Accordingly, it was proposed by Barbara Fisher, and seconded by Jeremy Cox that this replacement of logs should go ahead. This was approved by a majority show of hands.

The next event on the Common will be the Heath Common Easter Fair. Easter is very early this year with Good Friday on March 25th.
There was nothing particular to report from the Pre-Meeting.
The key to the Access Gate was passed to Paul Watts, although it probably will not be used..
Work is progressing steadily, with completion still scheduled for Spring 2017.
Work on the construction of the new Gyratory System at Heath is likely to start in early April 2016.
In the absence of Colin Daley, there was nothing new to report on this subject.
The next Social Event would normally be the Summer Soiree, which will be discussed at the next meeting.
It was confirmed that the next Meeting of the Association would be held on Monday 25 April 2016, at 7.30pm, in the ‘Kings Arms’ Public House, Heath.

MINUTES OF THE MEETING HELD ON MONDAY 25 APRIL 2016
AT THE ‘KINGS ARMS’ PUBLIC HOUSE, HEATH

The Minutes of the last meeting, held on 7 March 2016, were taken as read.
They were proposed by Veronica Smith, and seconded by Paul Watts.
Commons Liaison Meeting – The last meeting was postponed, and held on 22 March 2016. In terms of access to the Common for the Easter Fair, whilst the new gates have been provided, it was still felt to be necessary to remove rocks and fill in the ditch. This is an matter which needs to be resolved before next year, particularly the issue of the cost of doing the work.
Pinfold – A letter of thanks, together with a cheque for £425.82, has been sent to Kim Taylor, and a receipt, with thanks, has been received from Kim.
LadyBowles Tower– Nothing has yet been received from Zoe Kemp of Historic England, with regard to the refurbishment of the Tower.
Flower Tubs for Heath – There has been no further information received in respect of this issue.
Horses on the Common – It was reported that there have been no real issues concerning horses on the Common since the last meeting. Numbers have been kept within the level set, and new foals are beginning to appear.
It was agreed at the last meeting that the Association should proceed with the replacement of logs in front of Beech Lawns, between Common Top and Briar & Vine Cottage and on the triangle of land outside Grafton House.
Accordingly, Dave Mee has been contacted and he has made the necessary arrangements for WMDC-Forestry to provide and place new logs in these locations.
Unfortunately, whilst we have been informed that logs are available, the Officer at Forestry who would provide the service is seriously ill, and the timing of the work is now uncertain.

The Annual Heath Common Easter Fair was held this year between March 27 & 29, with Easter being very early this year.
The event went well with reasonable weather, but appeared to pack up early on the Tuesday.
The next event on the Common will be the Classic Car Rally, which is scheduled for Sunday May 29.
Following this there will be the Vintage Bus Rally, scheduled for Sunday 10 July.
This event went reasonably well last year, and it is hoped that all the regulations set out will be adhered to again this year. It was agreed to write to WMDC regarding these events on the basis that they should reflect some benefit to the Association and the Village
Work is progressing steadily, and a notice warning of possible delays over the next 6 months at the Heath Traffic Signal Junction has appeared. Completion is still scheduled for Spring 2017.
The list of Listed Properties & Structures in the Heath & Old Kirkthorpe Conservation Area has been passed to Colin for posting on the Website, and a copy of the minutes of the last meeting will be Emailed to Colin following today’s meeting.

The next Social Event will be the Summer Soiree, and Sue & Franco have very kindly agreed to host it again this year. They have requested that it be held earlier in the Summer, and after discussion it was agreed that the event should be held on Saturday 23 July.
1) As previously reported, an Email has been received from Glynnis Wilson of WCHFRG pointing out that another Music Event is to be held in the grounds of Heath Hall on Saturday 10 September 2016..
They require the blessing of HRA on the Event and approval to the use of the Heath in front of the Hall for parking purposes. This was given on the basis, as previously agreed, that they will be responsible for making good any damage which might occur.
Glynnis also reported that the Senior Citizens Trip this year will be to Liverpool, and will take place on Thursday 12 July 2016.
2) There was concern expressed about the state of the ‘bunding’ being formed at the bottom of the Common from Grave Residues. The Chair agreed to take this up with Dave Mee.
3) The issue of dog fouling was raised. Whilst this is an offence on footpaths etc, unfortunately, this is not the case on the Common. However, all dog owners should pick up foulings and place in the bins provided.

Commons Liaison Meeting – The last meeting was held on 14 June 2016.
It was agreed that the existing access to the Common be blocked off, and access be gained by the use of the new gates off the car park. This should also be the main access for the Kite Festival and the next Heath Common Fair.
It was also agreed that a letter should be sent to WMDC (Cllr Dagger) to ask that a larger fee be attached to the Bus Rally ( and any other large event from outside the Parish) to cover pre & post expenses.
The issue of fly tipping was raised, and it was felt that the change of access point would assist in this context.
Pinfold – After being repaired, this is becoming very overgrown. Agreed that the Parish Council should remind WMDC that there is an Agreement that they should maintain the surrounds to the Pinfold.
LadyBowles Tower – Nothing received from Zoe Kemp of Historic England with regard to the refurbishment of the Tower.
Bunding – The removal of the grave residue bunding at the bottom of the Common has been raised with WMDC Countryside Service. Apparently this was mistakenly removed by WMDC to provide for bunding elsewhere. This will be gradually replaced and landscaped.
Horses on the Common – No major issues reported since the last meeting. At the last count there were 25 Horses and 10 Foals.
It has been agreed by the Association that we should proceed with the replacement of logs in front of Beech Lawns, between Common Top and Briar and Vine Cottage and on the triangle outside Grafton House.

Arrangements have been made with WMDC-Forestry to provide & replace logs at these locations. This was raised with WMDC at the last Commons Liaison meeting, and the problems arising from the long term illness of the Officer responsible were discussed.
It was agreed that someone from Forestry would contact the Chair in order to take the matter forward. Such a contact has now been made, and a meeting arranged.

Agreement has now been reached with St John Ambulance that they will not charge for their appearance at last year’s event.

Following an approach via the Website from Barwick-in-Elmet Historical Society, a successful tour of Heath took place on Wednesday 22 June last.
11 Social Events
The next Social Event will be the Summer Soiree, and Sue & Franco have very kindly agreed to host it again this year.
It will take the form of a Fish & Chip Supper Royale, and will be held from 5pm on Saturday 23 July 2016. A notice is attached to the flyer sent out and Sue & Franco ask that those wishing to attend return this ASAP.
It has been agreed that the Christmas Dinner will be held at the ‘Kings Arms’ on Friday 9 December at 7.00 for 7.30pm.

12 Additional Matters/Items for the Next Agenda
1) It was noted that the Gate onto the Common from the Car Park needs to be cleared of undergrowth so that it can be used for the Kite Festival etc.
2) The sign warning of road-works on Heath Common needs to be removed.
3) The state of the retaining wall around the bend as one is leaving the village appears to be getting worse
4) The site line to the left where Kirkthorpe Lane meets the A655 is obscured by the long grass
The Chair agreed to write to WMDC Highways in respect of these last 3 issues.
